Export Tungsten Prices Ease, the Renminbi Breaks 6.70, and the US Tariff Stack Is Revised Down

Oct 05, 2026

amsuo Engineering Industry Brief — Week 40, 2026 (covering 28 September – 4 October 2026)

An industry-level review of upstream material prices, currency, and trade policy affecting carbide and HSS cutting tools, rotary burrs, mounted points, sockets, and bits.

The short version

  • Export-side tungsten prices moved down this period. European ammonium paratungstate (APT) fell to USD 2,700–2,900 per mtu from USD 2,900–3,000, while Chinese APT (FOB) held at USD 2,200–2,800. The gap between the two is narrowing.
  • Domestic Chinese prices were broadly flat, with one meaningful exception: the Chinese market price for APT moved down to RMB 565,000 per tonne, even as the Zhangyuan Tungsten long-term contract anchor held at RMB 600,000 per tonne.
  • The renminbi broke through 6.70 and closed the quarter at 6.7053, now about 2.82% stronger than the 6.90 reference rate used in many contracts.
  • The effective US tariff on tools and hardware from China must be revised DOWN. Our previous figure of approximately 64% included measures that are no longer in force. The corrected category-level figure for non-powered hand tools is approximately 41.5% — a 22.5 percentage point correction.
  • A reciprocal-tariff window has opened. The US–China Board of Trade published its "30-FOR-30" product lists on 27 September; if a product line is included, there is a structural opportunity to lower landed cost. Nothing is in force yet.

1. Tungsten: export prices ease, domestic anchor holds

1.1 International prices (export basis)

Product 2026-09-24 2026-09-28 2026-09-30 Week change
European ferrotungsten USD 170–175 / kg USD 165–170 / kg USD 165–170 / kg upper bound −5
European APT USD 2,900–3,000 / mtu USD 2,700–2,900 / mtu USD 2,700–2,900 / mtu lower −200 / upper −100
Chinese APT (FOB) USD 2,200–2,800 / mtu USD 2,200–2,800 / mtu USD 2,200–2,800 / mtu unchanged
European APT, producing regions (index) — — USD 2,800 / mtu 0.00
European ferrotungsten, producing regions (index) — — USD 167.5 / kg 0.00

Read-across: the export basis moved down this period — European APT lost 100–200 USD/mtu at both ends of the range, and European ferrotungsten lost 5 USD/kg at the top — while Chinese APT (FOB) stayed put. The European premium over Chinese material is compressing.

European and Chinese APT price ranges

Chart: reported APT ranges on 24, 28 and 30 September 2026. Data as published by Mysteel.

1.2 Domestic Chinese prices (RMB basis)

Product Specification Price Change
Black tungsten concentrate (producer purchase price) 55% WO₃ RMB 413,000 / standard tonne −2,000
Scheelite concentrate (producer purchase price) 55% WO₃ RMB 412,000 / tonne −2,000
Black tungsten concentrate (China market) W 55% RMB 373,000 / tonne 0.00
Scheelite concentrate (China market) W 55% RMB 370,000 / tonne 0.00
Tungsten concentrate (Jiangxi aggregate) 65% Pb RMB 379,000 / tonne 0.00
Ammonium paratungstate (China market) W 88.5% RMB 565,000 / tonne —
Ammonium paratungstate (long-term contract anchor) 88.5% WO₃ RMB 600,000 / tonne 0.00
Ferrotungsten FeW70 / FeW80 (China) — RMB 580,000 / RMB 605,000 / tonne 0.00
Tungsten powder 99.7% (Ganzhou) — RMB 870 / kg 0.00
Tungsten carbide powder, medium grain 99.7% (Ganzhou) — RMB 830 / kg 0.00
Tungsten scrap: bar W ≥ 85% / pure W ≥ 98% — RMB 560 / RMB 615 per kg 0.00
Tungsten hexafluoride (WF₆) 99.999% — RMB 1,780–1,840 / kg (mainstream 1,810) rising

⚠️ Important data note: the 2026-10-04 index prints changes of 0.00 for most domestic grades because of the National Day holiday market closure (1–7 October). A zero is not a signal that prices were stable — the last effective domestic trading day was 30 September.

1.3 Trend read

  • Near term: producer purchase prices for concentrate slipped by RMB 2,000 per standard tonne; the Chinese market APT price moved down to RMB 565,000 per tonne. The long-term contract anchor at RMB 600,000 per tonne held, so the cost floor has not broken.
  • Institutional view: a tightly balanced supply and demand structure, with prices oscillating around a high centre. Tungsten concentrate was reported at RMB 415,000 per tonne on 17 September, up 199.64% year on year, but below its intra-year high.
  • The one clear growth branch on the demand side: tungsten hexafluoride (WF₆), which rose steadily through September to a mainstream RMB 1,810 per kg. This is tied directly to AI and semiconductor demand (3D NAND, logic nodes) and is the only branch of the tungsten demand structure with unambiguous upward momentum.
  • Overseas/export: the easing of the European premium is a two-way signal in any negotiation that references an export-basis benchmark.

2. Currency: the renminbi breaks 6.70

Item Value Date / source
Quarter-end spot close (16:30) 6.7053 2026-09-30
First break below 6.70 offshore high 6.6953 / onshore high 6.6975 2026-09-18
Onshore intraday low 6.6962 2026-09-18
Year-to-date spot low 6.6956 2026-09-21
RMB appreciation vs the 6.90 reference 2.82% calculated
First three quarters, cumulative central parity +4.18% / spot +4.06% 2026-10-01
USD/CNY year to date −4.21% exchange-rates.org
Market backdrop The Federal Reserve resumed rate hikes on 22 September after a three-year pause, yet the renminbi strengthened — a high since January 2023 2026-09-22/23
October institutional scenarios retest of 6.68–6.70; if the dollar weakens further, 6.64–6.66 Yahui, 2026-10-03

2.1 What a firmer renminbi does to USD-denominated trade

For a supplier who invoices in US dollars but buys materials, labour, and energy in renminbi, a stronger renminbi compresses the renminbi value of every dollar earned — with no change to the price the buyer sees. The move from a 6.90 reference to 6.7053 means roughly 2.8% less renminbi per dollar, and under the 6.64 scenario it approaches 3.8%.

The consequence is symmetrical and worth stating plainly: without an explicit currency clause, that exposure sits entirely with one side of the transaction, and it tends to surface later as a pricing dispute rather than as a currency discussion.

2.2 Practical responses

  • Re-base open quotations to the current rate before issue, and print the rate and the date it was built on.
  • Add an FX clause with a defined trigger — for example, a re-pricing right if USD/CNY moves outside an agreed band.
  • Split the contract into a material leg and a currency leg, each with its own published reference and reset period.

3. Tariffs: a structural revision, and a window that has just opened

3.1 The US picture as at 5 October 2026

Measure Status Rate Effective / expiry
IEEPA-based tariffs (fentanyl / reciprocal / Russian oil / Brazil) ❌ all terminated previously included a 10% reciprocal layer on China terminated 2026-02-24 (Supreme Court held IEEPA does not authorise presidential tariffs)
Section 122 global surcharge ❌ expired previously 10% expired 2026-07-24
Section 301 "forced labour" (new) ✅ in force China mainland 12.5%; Mexico 10%; EU/Japan/Korea 10% or 12.5% (net of MFN); Vietnam/Thailand/Singapore/Hong Kong 12.5% from 2026-07-24 12:01 ET
Section 301 existing lists (1–3) ✅ in force approx. 25% long-standing
Section 301 exclusions (178 items) ✅ extended exempt extended to 2026-11-10
Section 232 (steel / aluminium / copper) ✅ in force approx. 25% depends on HS code and material composition
Proposed 7.5% China "overcapacity" 301 tariff ⏸ postponed 7.5% (would return the China total to roughly 20%) was planned ahead of the late-September summit; postponed until after it

3.2 The corrected effective rate — and a correction to our own previous figure

Case Composition Effective rate
Non-powered hand tools (HTS Chapter 82) base MFN ~4% + Section 301 Lists 1–3 ~25% + Section 301 forced labour 12.5% ≈ 41.5%
Steel/aluminium goods where Section 232 is triggered the above + Section 232 ~25% ≈ 66.5%
Powered tools (Chapters 84/85, electric or pneumatic motors) different base rate and different Section 232 exposure must be classified SKU by SKU

⚠️ Correction to our previous brief. Our earlier figure of "approximately 64%" included the expired Section 122 surcharge (10%) and the terminated IEEPA reciprocal layer. That was an incorrect composition, and it is revised here to approximately 41.5% for non-powered hand tools — a difference of roughly 22.5 percentage points, which is material to any landed-cost calculation. Readers who used the earlier figure should re-base their models on this issue.

Corrected US tariff stack

Chart: the corrected tariff stack, showing which layers are no longer in force. Category-level calculation, not an official rate.

3.3 A window has opened: the "30-FOR-30" reciprocal lists

Event Date Content
State visit hosted at the White House 2026-09-25 White House Fact Sheet: advancing a fair and reciprocal economic and trade relationship
U.S.–China Board of Trade "30-FOR-30" 2026-09-27 Each side nominates 30 product lines for consideration of reciprocal tariff reduction; working procedures and terms of reference published alongside

Read-across: the direction of China tariffs is now a two-way adjustable window. Buyers and suppliers with meaningful US volume should identify which of their HS codes fall inside those lists, because inclusion would create a structural reduction in landed cost rather than a negotiated one. The lists are at the "nominated / under consideration" stage. Nothing has taken effect, and no commercial commitment should be made on the basis of them.

3.4 Mexico

Measure Rate Date
Consolidated tariff on countries without an FTA (including China) 5%–50%, covering approximately 1,463 tariff lines, on annual imports of roughly USD 52bn (about 8.6% of Mexico's total imports) in force since 2026-01-01
Adjusted average rate 16.1% → 33.8% (MEXCHAM basis) same
China aluminium profiles/bars anti-dumping (final duty) USD 1.55 / kg DOF announcement 2026-09-04
IMMEX-related The "Manifestación de Valor" filing deadline was extended; IMMEX applicable rates updated 2026-09 / 10

Landed cost into Mexico now carries a structurally higher floor. For buyers, the arithmetic is simple: programmes with thin margins feel it first. Compliance-based mitigations exist — IMMEX or PROSEC treatment where goods are genuinely destined for re-export, and USMCA origin paths where the rules are actually met — but each requires its own verification and none should be promised casually.

4. Competitive and product news

Player Activity this period Read-across
KENDO Product range identified: 13-piece spade bit set (alloy steel), 29-piece M35 cobalt HSS twist drill set (135° point, 1/16–1/2), 15-piece cobalt drill set, 40-piece drill set KD-32404036, five-tier cantilever toolbox. Channel: cross-border e-commerce listings across multiple markets (Ubuy, Desertcart) plus a distributor in Myanmar A volume-led play: kit-based packaging, cobalt/alloy-steel claims, and e-commerce distribution into emerging markets. Competition is on price band, not brand. Where your own SKUs overlap in the same band, kit composition is the differentiator worth checking
Stanley Black & Decker (IRWIN parent) Reviewing some tariff-driven price increases, but still expects overall price increases of about 2% for the year (previously disclosed a tariff impact of roughly USD 200M) 🟢 Industry price discipline broadly intact — no signal of a destructive price war
Milwaukee No new activity this period (PIPELINE 2026, 100+ products into early 2027, covered previously) Continued monitoring
BOSCH No material public activity identified this period No signal

Data-quality note: the KENDO information comes from e-commerce listings and social channels only — no prices, no volumes, no official announcements. The SBD figure is a February 2026 basis, not an event of this period. Both warrant channel-side verification.

5. What this means for buyers and suppliers

  1. Separate the two price directions. Export-basis tungsten eased while the domestic long-term anchor held. If a negotiation references a benchmark, the first question to settle is which basis it is denominated in.
  2. Rebase currency assumptions now. A 2.8% appreciation against a 6.90 reference, with institutional scenarios pointing to 6.64–6.66, is larger than most annual price concessions.
  3. Re-run landed cost with the corrected US rate. A 22.5 percentage point correction changes the answer for every US-bound SKU. Rates must be checked against each product's own HS code — non-powered hand tools and powered tools are classified differently.
  4. Check the "30-FOR-30" lists against your own HS codes. This is the one item on this page that could lower cost structurally rather than through negotiation. It is also the one that is not yet real.
  5. Price in the Mexico floor. A 33.8% average rate plus a USD 1.55/kg anti-dumping duty on aluminium profiles is a hard number at the border.
  6. Watch WF₆. It is the only tungsten demand branch showing clear upward momentum, and its direction is set by semiconductor and AI capacity rather than by construction.

6. Data gaps in this issue

  1. Domestic Chinese week-on-week comparisons are not usable this period. The 2026-10-04 index shows 0.00 changes for most grades because of the National Day holiday closure (1–7 October); the last effective trading day was 30 September, against a previous reference point of 17–21 September.
  2. The corrected US effective rate (41.5% / 66.5%) is our own calculation, not an official figure. Each SKU must be verified against its own HS code, and Section 232 applicability to specific tool categories has not been confirmed line by line.
  3. Section 122 expiry detail (2026-07-24) derives from secondary and social sources; the Federal Register / CSMS text should be checked.
  4. The "30-FOR-30" lists have not been examined. They were published as a PDF annex; whether our principal HS codes are included has not yet been verified.
  5. Rotterdam APT spot for the current week was not obtained as a precise print.
  6. KENDO data is listing-based only — no pricing, no volume, no official disclosure.
